How Propr scores a home
Every Propr score is computed from real, government and public-record data, resolved to the individual property by its coordinates and county. No score is a regional guess. This document explains exactly how each number is produced, what feeds it, and how you can move it.
Structr Score™ — property health (0–100)
The Structr Score™ measures the physical and legal health of a structure. It is a weighted composite of four independently computed sub-scores, each normalized to 0–100 (higher = healthier) before weighting:
Weights sum to 100% and are validated at model load. Grade bands: A ≥ 85, B ≥ 70, C ≥ 55, D ≥ 40, F < 40.
Flood risk (25%)
We query the FEMA National Flood Hazard Layer at the property’s exact latitude/longitude and read its flood zone. Penalties scale with zone severity — high-risk coastal zones (VE, V) carry the maximum penalty, AE/A zones are heavily penalized, and Zone X (minimal risk) carries almost none.
Storm exposure (20%)
We pull the property county’s 20-year National Weather Service warning history from the Iowa Environmental Mesonet VTEC archive — counting tornado, severe thunderstorm/hail, flood, hurricane/tropical, and winter-storm warnings. Annualized event rates are compared against per-hazard thresholds; each threshold exceeded applies a fixed penalty.
Permit health (30%)
Building permits are the strongest paper trail of how a home has been maintained. Open permits left un-finaled beyond a year incur a per-permit penalty (capped); a high finaled-to-issued ratio earns a bonus. Propr-verified work — completed work logged by a vendor and confirmed by the owner — adds a bonus (up to +18), so genuinely improving a home measurably lifts its score.
Disputes & liens (25%)
Open disputes (contractor liens, code violations, litigation) carry a heavy per-item penalty; resolved disputes carry a smaller one. Both are capped so a single unusual event cannot zero the score.
Sheltr Score™ — neighborhood safety
The Sheltr Score™ rates the safety context around a property. It blends violent-crime and property-crime rates (per 100k residents) for the property’s state, sourced from the FBI Crime Data Explorer, against national baselines (violent 380.7 / property 1,954.4 per 100k). Rates far below the national average score near 100; rates well above it are penalized on a graduated curve. Data level (state vs. national fallback) is always disclosed on the report — we never present a fallback as if it were local.
Sheltr is a Pro feature and is computed live on each report (it is not cached), so it always reflects the latest published FBI window.
Sentr Score™
The Sentr Score™ is an automated valuation that starts from regional baselines and adjusts for property characteristics and the property’s own record — including owner-confirmed completed work, which contributes documented improvement value. It is an estimate for informational purposes, not an appraisal.

HLID™ — one permanent identity per home
Every property is assigned a Propr ID (HLID™): a deterministic identifier built from the county FIPS code, normalized parcel number (APN), and a 7-character geohash of its coordinates, plus a check suffix. Because it is derived from immutable location facts, the same physical home always resolves to the same HLID — which is what guarantees scores, reviews, and history accumulate against the right property and never collide.
Limitations & honesty
- Crime data is currently state-level; we label it as such rather than implying block-level precision.
- When a government source is unreachable for a location, we fall back to a conservative national baseline and flag the data level on the report.
- Public records lag reality — a permit or dispute filed yesterday may not appear for weeks.
- The Sentr Score™ is informational and is not a substitute for a licensed appraisal or inspection.
- Scores are recomputed when the underlying model version changes; the current model version is 1.1.
Structr Score™, Sheltr Score™, Sentr Score™, and HLID™ are proprietary to Propr Inc. Methodology is provided for transparency and may evolve as data sources improve.
